    "content": "Thank you, Mr. Deputy Speaker, Sir. It is unfortunate that I have to direct this Question to, “His Excellency”, Mr. Bifwoli, because I think he will probably not do justice to what I want to ask because he is too intimately involved in this subject. A story is told about how the people of Lamu asked the Government to give them machinery so that they can take advantage of their fertile land. However, instead a settlement scheme was established on their land. The settlement scheme has title deeds. The land question in Lamu represents one of the most serious historical injustices in this country regarding land. Currently, there is a new settlement scheme which is being established in Lamu. It is my understanding that it is Government policy that when you establish a settlement scheme in any area, you give a certain percentage to the local people. What measures has the Ministry taken to ensure that another settlement scheme comprising of “tractors” is not established at the expense of the landless in Lamu who are indigenous?"
