    "content": " Mr. Temporary Deputy Speaker, Sir, perhaps, Mr. Orengo should have thanked me. I was in Kwale and I took a lot of heat over Swazuri’s appointment. I am happy that the matter is being attended to. There was a request from Mrs. Rachel Shebesh on 18th of December regarding a matter that relates to a recommendation made by the Chairman of the Commission on Administrative Justice that the Members of Parliament for Embakasi and Makadara constituencies should not contest for any post in the next general elections. Specifically the hon. Member sought for the following:- (i) To indicate the mandate of the Commission and to clarify whether or not the Commission is the right organ to determine the integrity question of the two Members of Parliament. (ii) To clarify whether the declaration by the Chairman does not infringe on the constitutional rights of the two Members to contest for public office. (iii) To clarify whether barring the two Members from contesting the general election does not violate the constitutional rights of the voters in Nairobi from electing their leaders.
