    "content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. I want to pick from where hon. Ruto left. I want to start by thanking the Deputy Leader of Government Business for having done a good job. But looking at the Order Paper, one is left wondering whether the priority is right. I want to point to you that it is bordering on lack of procedure to have the Division of Revenue Bill and the County Allocation Revenue Bill in the Order Paper before we dispose the Budget Policy Statement. In fact, the Budget Policy Statement is going to contain the audited revenue which should form the basis of this Bill. Secondly, I have seen this Bill that has been named The Transition County Allocation Revenue Bill. I do not know what mongrel this is. The reality of this dispensation is that as from 5th March, 2013, we will have two levels of government."
