    "content": " Madam Temporary Speaker, Sir, I rise to second this Bill. This Bill represents yet another step in Kenya meeting its international obligations and domesticating international standards. It is an important step in establishing Kenya as a leader in the region and, indeed, on the continent in compliance with international law and international standards. I would hope that as soon as this Bill has been enacted into law, Kenya will become yet another example of the sort of steps that should be taken in this region and on our continent to make us competitive and to benchmark our standards internationally. I beg to second."
