    "content": " Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to support this very important Bill. In doing so, I would like to thank hon. Dr. Monda for bringing it to this House. It is the beginning of the year. I would like to thank him because he has brought a very important Bill to this House. I want to request that once this Bill becomes law, its enforcement becomes necessary by the relevant Government. Mr. Temporary Deputy Speaker, Sir, giving medicine to health facilities without staff to manage, may be an exercise in futility. So, we want the Government to make sure that all medical facilities are well staffed. As I support this Bill, I would like also to commend my constituents for maintaining peace and to wish them a very prosperous and peaceful new year. The same applies to all Kenyans. We should have peaceful elections. For us to have a peaceful election, the Independent Electoral and Boundaries Commission (IEBC) should come out clearly on the issue of education. There is confusion. There was a post secondary requirement of education, but now people are confused whether it is Form Four or post secondary. So, it is very important for the IEBC to come clear on this issue so that everybody is aware. With those very few remarks, I support."
