    "content": "Mr. Temporary Deputy Speaker, Sir, mine is just to support this important Bill. I also wish to pass my condolences, on my own behalf and that of the people of Kandara, for the loss of the councilor from hon. Imanyara’s area. It is so shameful that we put dispensaries funded by the CDF only to find that they have no drugs. I do not know why the people who are supposed to do this job do it in secrecy. It is high time that everybody is given the opportunity to enjoy the drugs that are supplied by the Government. I have about 12 dispensaries in my area which are white elephants because they have no drugs. I want this Bill to pass, so that the people Kandara can access medicine supplied by the Government."
