    "content": "Mr. Speaker, Sir, I agree that the fines imposed against Mr. Muchiri for previous offences appear to be very little as they amount to only Kshs115. However, that is Kshs115 of 1983, which could now be in the tune of thousands of shillings. Secondly, the irregularities that the hon. Member has alluded to are in regard to the case of Mr. Oyuda. Mr. Muchiri had an opportunity to present his matter to court but he never did. So, the reference made is in regard to irregularities that were committed while prosecuting Mr. Oyuda."
