    "content": "The procurement unit under my Ministry and those in Isiolo District requested authority for restricting tendering to the District Tender Committee as provided for in Section 73(2)(b) of the Act which states as follows:- “Procurement entity may use restricted tendering under the following circumstances; where the limitation of time exists and when the works are of specialized nature that requires experts to undertake.” The procurement entity received the designs and the Bills of Quantities in the month of May, 2011, from the Ministry of Public Works. This was very close to the end of the financial year and, therefore, there was no sufficient time to go for open tendering. In addition, construction of slaughter houses requires installation of specialized meat processing equipment that satisfies the second criteria for that particular tendering."
