    "content": "Mr. Speaker, Sir, I wish to take issue with the answer by the Assistant Minister. On the second page, second paragraph, he says that the procurement entity received designs and Bills of Quantities in May, 2011 from the Ministry of Public Works. This was close to the end of the financial year and, therefore, there was no sufficient time to go for open tendering. Is the Assistant Minister aware that the practice in this Ministry is for the technical personnel to sit back and wait until near the end of the financial year, then bombard the client Ministries with details so that there is no time to look at the documents carefully? This was simply meant to short circuit the Act."
