In our new Constitution, Kenya remains a unitary system of Government with the President as Head of State and Head of Government as provided for in Article 131 and vested on the President under Article 132)(3)(b). This is the power to co-ordinate and direct Government Ministries and departments. The same Constitution introduces in Kenya new structure of Government which is characterized by two levels, namely, the National Government and the county governments as provided for in Article 6(2) of the Constitution.
