For the information of the Chair, Order No.9 on The Transition County Allocation Revenue Bill is about the 2012/2013 Financial Year while Order No.10 is about the 2013/2014 Financial Year. So, the argument is still on the 2012/2013 Financial Year. For the information of the House, let us separate the two because we also have issues with Orders Nos.10 and 11. Orders Nos.10 and 11 are sequentially arranged procedurally and the same should have applied to Order No.9. It should have been preceded by The County Division of Revenue Bill. The Minister has set off by trying to explain that this was not possible on the advice of the CIC and the Attorney-General. He needs to bring out the actual difficulties which must be legal and constitutional. It is against that background that I request that the Chair finds this Motion unprocedural. The Minister needs to go and get it back on track."
