    "content": "Mr. Deputy Speaker, Sir, is it not possible for the Ministry of Water and Irrigation to borrow from the Ministry of Roads. The Ministry of Roads has a permanent programme of maintaining roads annually. Is it possible for this Ministry to consider desilting dams even if it is for a period of five years and know that it is automatic and should be desilted after this period and during the dry spell? This should be a programme that should be known for all the dams and it will ensure that we do not have issues of siltation."
