"content": "According to the Kisumu Development Plan No.9/69/41 of 11th March 1971, it is not true that this parcel of land under reference was hived off from Kisumu Union Primary School. (c) The Commissioner of Lands has received building plan in accordance with development special conditions attached to the land. The plot has not been developed by Mr. Alloys Annan since it was allocated to him in 1995. It is in public interest that the school gets the land. In view of the above circumstances, I have instructed that a notice of cancellation to Mr. Alloy Annan be done and the same allocated to the school after the necessary formalities are done. Thank you."
