    "content": "year contract commencing 1st July, 2008 to 30th June, 2009. Their contract expired on 30th June, 2009 and UNICEF paid all the salaries due to them up to the end of the contract. However, in lieu of the fact that the health workers were deployed in hard to reach areas and to avoid the crisis that would have arisen by withdrawing them from the health facilities, the two Ministries of Health extended their services for a further period of six months; that is, from 1st July, 2009 to 31st December, 2009 pending Government decision to absorb them into regular establishment which they were actually absorbed into. Mr. Deputy Speaker, Sir, records held by the Ministry indicate that 109 UNICEF health workers were paid salaries amounting to Kshs12 million in respect of the extended period of six months from 1st July, 2009 to 31st December, 2009 and a further total of Kshs2 million being one month’s salary in lieu of notice was paid. The amount paid was made available from savings realized from personnel emoluments in the budget. Due to budgetary constraints, however, the Treasury did not provide funding for 175 health workers whose salaries remain pending. The Ministry is in consultation with the Ministry of Finance in order to provide funds to pay for the remaining 175 health workers. Thank you."
