The main purpose of this Bill is to provide for allocation of wages, administration costs for county executives and county assemblies for the period of March to June 2012 and the various responsibilities for national and county governments. I will be very brief because we have basically agreed. Yesterday we met with the Budget Committee and we agreed on the amendments that I am going to bring. I have already signed the amendments and they have already been taken up by the Office of the Clerk. Therefore, they will be appearing during the Committee Stage of the Bill. With this, I am requesting hon. Members to pass this Bill so that the county governments can perform from day one. We have now agreed on the formula and the amounts are going to increase from Kshs7 billion to Kshs9 billion and everybody is happy. With those few remarks, I beg to move and request Mr. Koech to second."
