    "content": "Madam Temporary Deputy Speaker, I stand to second this Bill which is very important. You will note the temperatures that were raised, especially when the Ministry tried to allocate Kshs6.7 billion, the rest of Kenyans felt they needed Kshs30.4 billion. That means our counties are ready to move and the only way they can move as from March to June is for us to pass this Bill so that the allocations are very clear and so that we are within the law. With those few remarks, I beg to second."
