    "content": "Madam Temporary Deputy Speaker, I also rise to support this Bill. This is a critical Bill because it attempts to seal a lacuna that will have been created from the month of March to 30th June, this financial year, 2012/2013. I think what the Minister has done is great. I am sure initially they did not foresee this but because we are moving from an established known administrative mechanism to an unknown administrative mechanism, I think it is fair that we do not gamble. I have had an opportunity to interact with a number of governors from the Republic of Nigeria and some of the challenges that they went through when they domesticated almost a similar administrative mechanism was not to have considered how some of these units are going to work in the interim. I think what the Minister has done is to seal this and it is a great thing. I hope and pray that"
