"content": "when he is elected governor and I know he is going to be a very able one, he will not find himself in a very unfamiliar territory and yet he is the very person who is now in charge of this transitional mechanism. I think it is fair to say that the Minister has done very well, belated though, because were it not for the courageous nature of the Members of the Tenth Parliament, I think we would have adjourned a long time ago and these Bills would have waited for the next Parliament. Therefore, we would have had a crisis at the county level immediately after the elections. I thank the Minister and the Government, in particular, the Leader of Government Business in the House for having seen sense because sometimes you might drive the agenda of the Government in the House but Members of Parliament are also seasoned. They understand, they read, internalize and interact and represent the aspirations and wishes of the people of Kenya. So, I want to thank him for having listened, considered it and coming up with this Bill. I remember last week there was a lot tension. I am also a Member of the Budget Committee. One of the things that we were cautious and wanted to know was not to gamble because Kenyans in their own wisdom decided to have a devolved government. I will not be making an outrageous statement if I say that regions like the one I represent, the County of Wajir and others like Turkana, Kitui and so on--- I am talking about regions that have been marginalized over the years through elaborate and unfair bureaucratic driven mechanism. We have been denied part of the national share. The Constitution has addressed this inequality through elaborate Articles. What we, therefore, expect from this Government and the next one is the implementation of the Constitution to the letter. If that is done, then you will not hear a particular group struggling to say, “We want this as a privilege.” That is what we have been doing over the years. Those things are gone and we want to get our rights as is stipulated in the Constitution. For that to happen, we must accept and operationalize the county system. That is where Kenyans are headed. Our hopes are in the county governments, that is, devolved government. Anybody who is pro-devolved government is going to be our person. That is where we are. I want to thank the Minister and the Government for bringing this Bill. Thank you."
