    "content": "Madam Temporary Deputy Speaker, Sir, I rise to support this Bill. I want to thank the Minister for Finance for having come to interact with Members of the Budget Committee. In fact, that meeting really solved all the problems because prior to that, you remember a session had to be stopped because we raised some very serious objections particularly issues relating to the Constitution. However, after the long and very exhaustive exchange between the Minister, his team, the Budget Committee and the Commission on Revenue Allocation (CRA), we reached a common understanding which was based on the fact that we now use the correct formula for revenue allocation. For me, that was the most important thing. In other words, we have now complied with the constitutional provision that the criteria which had been approved by this House after being presented to us by the CRA were used in arriving at the allocation of the Kshs9.7 billion. So, I am glad that from the word go, we have complied."
