    "content": "This Parliament and the Eleventh Parliament must appreciate that there are structures, systems and formula of allocation of resources. That is why people in this country have been fighting one another for the last 20 years. We have been fighting each other because we wanted fairness within the society. We wanted equal distribution of resources. We also wanted equal opportunities to be given to each individual Kenyan and that is what the Constitution says. It is only right for us to do the right thing. We are doing the right thing and it is good that we are doing it in the last minute. Doing the right thing however late it is, is the right thing to do. Madam Temporary Deputy Speaker, Sir, the Budget Committee is a serious structure of this House. Since it is a serious structure of this House, they are the people to look at the budget that will be used in this country. That is why the Budget Committee, which I sit in, looked critically and objectively into what is happening in this country and in particular with regard to the Bills that are pending; the county related Bills. That is why the Budget Committee said that it wants things to be done the right way. Today, we are doing the right thing. I want to congratulate the Budget Committee which has tirelessly looked at issues and told this House that this is the right thing to do. I am happy that the Members of the Budget Committee have done their work. I want to tell them"
