    "content": "levels and that Equalisation Fund is meant to bridge the gaps and it is important that us we go to this dual system of Government, this Equalisation Fund is also operationalised. I look forward to seeing instruments operationalising the Equalisation Fund sooner rather than later so that this financial year does not end without the Equalisation Fund being distributed. Madam Temporary Deputy Speaker, it is important that we take off on the right footing because if we create a bad precedent, it will be exploited in future by having the same institution quote the mistakes that we have done in the past. With those remarks, I want to support this Bill and urge the rest of the House to support it so that we can operationalise the county governments."
