We cannot allow leaders who have grabbed, leaders who have played games in disposing of assets, particularly land and buildings to enrich themselves at their time of exit. That, I think, we need to take action on. Madam Temporary Deputy Speaker, Sir, recently, I saw an advertisement for staffing of the county governments. Whatever institution or transition authority is working on staffing of county governments should remember that there will be a governor and a county assembly to endorse and approve those appointments. If the appointments are done without the authority of the governor, when he comes in, we will revoke them. We are not going to entertain imposition of staff or policies from above. That era is gone. This is a short-cut, or under the table way of bringing staff to counties; the qualification required is for applicants to have worked before in the county governments, or local authorities. I ask where did they get the experience in mismanagement which they want to transfer to the new county government? These are the questions we need to ask. I want to say here that everyone in the county or municipal councils that are going to be inherited by county governments should undergo fresh vetting; counties will base their recruitment on integrity, performance and merit and not on political expediency. We cannot allow inheritance of dead wood; we are going to develop a new and vibrant county government system. We are going to be very vigilant on these issues. I am running for a senate seat. I am going to be very vigilant on this aspect of monitoring my county of Mombasa, and also other counties in this country. If we believe in the spirit of devolution and spreading the economic social development to the people then let us make sure that we have the right capacity to manage it and the right political will to support it. Madam Temporarily Deputy Speaker, Sir, these are very important and fundamental issues that need to be considered, so that we can have proper and effective county governments.
