I want to say from the outset that we had a negotiation with the Minister and I hope that he is going to live up to our agreement by bringing an amendment during the Committee Stage of this Bill, so that we have the enhanced figure of Kshs9.8 billion. Madam Temporary Deputy Speaker, Kenyans’ hopes are in devolution. This hope must never be dashed by anybody. I want to take the commitment given by the Minister for Finance, who is representing the Treasury here, very seriously.
