"content": "I have always argued that Kenyans like electing leaders and sending them home but until you reform two places; the public service and the police service, we will be electing and taking leaders away from Parliament or from the Government and there will be no changes. Therefore, these Commissioners have a responsibility to ensure that the standards set in the Constitution and in the Public Service Commission are actually employed. In particular, I want to single out two individuals I know; one is Mr. Patrick Gichohi, who has done a splendid job in trying to make this particular institution to be where it is. We can speak of all other contributions but the office of the Clerk made a direct intervention in the way we conducted business. I remember when we were looking at the Standing Orders for this particular Parliament, Mr. Gichohi went out of his way to accommodate some interests that were not politically correct because he wanted the best for the nation. These are the kind of principles that we want to see in our public service. The second individual that I want to single out is Prof. Michael Lokuruka. I am particularly pleased that this one comes from the great County of Turkana. This is the first time his name is appearing in the commissions and it is extremely important. He is an academic individual of long standing and he has demonstrated excellence in academia and in helping the community. I think he is going to bring us a special sense in terms of public service at the university level, to this kind of gathering. More importantly, the Constitution now demands that we have ethnic and regional balance. You are on record, for moving amendments, even yesterday and you have done it before, that most of these appointments to the commissions or to the boards, must reflect regional, ethnic and gender balance. We are starting to see the fruits and benefits of a new Constitution. We sat down with the Commission for the Implementation of the Constitution (CIC) and we analyzed the regional, ethnic and gender composition of the commission and we found that some of these things were lacking. So, it is good to see some of these names. We wish the commission well. We need to approve them immediately so that they can start the job that we have appointed them to do."
