    "content": "This list lacks youth representation. It also lacks regional diversity and representation. We are bringing back individuals who are already retired. They should be somewhere holidaying and attending to their grandchildren. Since these are some of the last things we are doing as our term comes to an end, I want to plead with hon. Members that we do something that is good for our country. I appreciate and I know a region like Turkana, which might not have had many people, I have heard that for the first time, they have a professor and that is unique. But we must also look in our own country and see what this list can contribute to the well being of every Kenyan. Mr. Temporary Deputy Speaker, Sir, I know there is an attempt to hurry some of these things when our term is coming to an end. You know that for the last one week we have been floating rules simply because on 20th, we were supposed to have gone home and now it is here. I want to plead with hon. Members that we send this list back to the Executive, so that they look at it in totality. We want them to give us a list that has a representative of the youth, a representative of the other regions that are missing here taking into account a region like Turkana has never been represented in other Commissions. They should retain that as much as we want them to give us the face of Kenya. I know this might not have come to the attention of the Chair that some of the individuals in this list have their personalized relationships. I do not want to mention names, but I wonder whether we will not be risking to have three individuals with similar social backgrounds, same clubs and with vested business interests serving in PSC. I know I would have given this information in camera. I do not want to mention individuals. But I am not sure whether it will add any value to have these three gentlemen serving in PSC. I wonder what kind of public service they will offer because they will transfer their business interests to the public service club. I do not want to mention names, but we can also say and even produce facts. This is the reality. Mr. Temporary Deputy Speaker, Sir, I want to plead with my colleagues to reject this list. Maybe our term will come to an end today before 14th of January, 2013, but I want to plead with hon. Members to reject it. If it pass the way it is, we will dent our image. One day, for those of us who will be there, we will question the integrity of some of the individuals and the collective thinking that they will be transferring to the PSC, taking into account the constitutional nature of the Commission. Therefore, I want to stand here and vehemently oppose this list. It is unconstitutional. It does not represent the youth and does not represent the face of Kenya. It is meant to serve a partisan interest. It is a pity this House will be used just to rubber stamp it. Let us send this list back to the appointing authority, so that we get better names than the ones given here. Thank you, Mr. Temporary Deputy Speaker, Sir. I beg to oppose."
