    "content": "Mr. Speaker, Sir, normally, all the schools land is trust land. So, it is actually the duty of the county council, in conjunction with the local leaders, to ensure that once they have actually set aside land meant for a school, documentation is done, so that the land cannot be grabbed. But if the land is left idle and has no documentation, then anybody can just tamper with it and our Ministry cannot do anything. If we are alerted then some fraud is going on we can intervene."
