    "content": "(Mr. Oparanaya): Madam Temporary Deputy Chairlady, while I agree with the amendment proposed by hon. Ethuro, the organizations that were selecting members of the Board were really a problem. In fact, at the moment, there is a religious organization which has forwarded names but, unfortunately, they belong to people who are not qualified. I agree that we do away with the organization, but increase the membership to six members if we have to ensure regional balance. That is because a provision of four members is a small number. We need six persons qualified in matters relating to all those disciplines."
