    "content": "Madam Temporary Deputy Chairlady I appreciate that the Minister wants more capacity to do some ethnic arithmetic. We considered this and felt like--- If you look at my amendment on Page 4785, it states thus:- “by inserting the following new paragraphs immediately after paragraph (c)- (cc) two persons qualified in accordance with paragraph (c) appointed by the Cabinet Secretary to remedy any regional imbalance that may have occurred during nomination under subsection (5);” The point is that there will be bodies nominating persons. So, the Cabinet Secretary will take into account regional balance, gender issues and so on. The Cabinet Secretary is still given an opportunity to appoint those two because we have said, in Paragraph (ee), that even the nominating bodies shall take into account regional and gender balance. It is already taken by the nominating bodies. The Minister still has a small window just in case--- The Cabinet Secretary as the appointing authority can actually send back to the nominating bodies if they do not consider regional balance. So, in our view, the provision for two is already too generous."
