    "content": " Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 10 of the Bill be amended in subclause (1) by deleting the words “with concurrence of Parliamentary Committee” and inserting the words “and table in Parliament” at the end of the subclause. It says that the Cabinet Secretary will concur with the Parliamentary Committee. Since the allocation percentage is known; the fact is that this allocation will be tabled in Parliament. If you look at other areas, they say that this allocation will finally be tabled in Parliament. So, if they are tabled in Parliament, then what is the use of again agreeing with the Parliamentary Committee? A Parliamentary Committee is part of Parliament. So, as soon as the allocation is done, the Cabinet Secretary should table it in Parliament so that Parliament is able to debate and approve it."
