    "content": "Madam Temporary Deputy Chairlady, with all due respect, I think the Minister is looking for a leeway to make the Cabinet Secretary load it on Parliament. I think that is not correct. This is a practice that we have adopted. It has worked very well; what the Minister is trying to say is that really Parliament ought to do the work of committees. The purpose of Committees is to work as sieve and guide Parliament. Honestly, I see nothing wrong. With all due respect, I think today our friendship is at cross-purposes. I stand to oppose this one very strongly."
