    "content": "Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 22 of the Bill be amended in sub-clause (2) by inserting the following words at the end of the sub-clause- “Provided always that at least thirty per centum of all development projects funded under this Act shall be reserved for enterprises registered and owned by the youth within the constituency.” We discussed this clause in the Committee. What I am proposing and I need to clarify here is that some Committee Members have questioned whether we are not creating another youth fund but that is not the case; it is far from it. What we are trying to do is that we want to give a percentage of all projects in the constituency not more than 30 per cent to the youth."
