    "content": "(Mr. Oparanya): Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 42 of the bill be amended– a.) By deleting the word “Assembly” and substituting therefor the word “Executive”. It is stated in the clause that the reports shall be taken to the county assembly. However, if the reports are not being debated there, why should they be submitted to the county assembly? I am, therefore, substituting “county assembly” with “Executive Committee”. This is because this is where harmonization can be done and not at the county assembly. The county assembly has nothing to do with constituency projects."
