    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 45 of the Bill be amended in sub-clause (2) by deleting the word “concurrence” and substituting therefor the word “approval”. The idea is that the Board and the Cabinet Secretary cannot be on the same level. They cannot all have concurrence but one must approve where the other one has dispossessed."
