    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 46 of the Bill be amended- (a) in sub-clause (3) by deleting the words “one signature of nominee of the Constituency Development Fund Committee and none of the signatories shall be members of Parliament or ward administrators” and substituting therefor the words “two signatures of two members of the Constituency Development Fund Committee”; (b) by inserting the following new sub-clause immediately after sub-clause (3)- (3A) The Fund account manager shall hold the authority to incur expenditure of the funds at the constituency account. (c) by inserting the following new sub-clause immediately after sub-clause (7)- (7A) All unutilized funds at the Project Management Committee shall be returned to the constituency account. (d) in sub-clause (4) by deleting the words “section 8” and substituting therefor the words “section 9”. Part “a” is to seek clarity in terms of two signatures from Members of the CDFC and the more fundamental one is 3A where we were making it very clear. Hon. Oparanya has been playing us on this one that the Fund Account Manager will be the AIE holder and not the DDO. This is just cleaning up."
