    "content": "Mr. Temporary Deputy Chairman, I beg to move:- THAT, Clause 51 be amended by deleting sub-clause (1) and substituting therefor the following new sub-clause- (1) The provisions of this Act shall be complimentary to any other development efforts by the national government, the county governments or any other agency and nothing in this Act shall be taken or interpreted to mean that an area may be excluded from any other development programmes. This is just to ensure that allocations to CDF should not exclude the provisions from benefitting from national government, county government, NGOs or any other agency."
