    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 53 of the Bill be amended- (a) By deleting sub-clause(1) and substituting therefor the following new sub- clause- (1) All complaints and disputes by persons arising due to the administration of this Act shall be forwarded to the Board in the first instance. Mr. Temporary Deputy Chairman, Sir, the import of this is that we want to make abundantly clear that all complaints and disputes must go to the Board in the first instance and not to courts."
