    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 15 be amended by inserting the following new subclause immediately after subclause (4)— “(5) The President or the Cabinet Secretary may adopt, partially or wholly, or reject, the recommendations made under subsection (2) and where the recommendations are rejected or partially adopted, the President or Cabinet Secretary shall give reasons for such rejection or partial adoption”."
