    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 8 be amended by inserting the following new subclause immediately after subclause (1)— “(1A) a person shall be qualified for appointment as a Commission Secretary if the person— (a) holds a doctorate degree from a university recognized in Kenya; (b) has at least fifteen years experience in management of public or private institutions; and (c) meets the requirements of Chapter 6 of the Constitution.”"
