    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 9 be amended— (a) in subclause (2), by deleting the words “from outside the Commission” and substituting therefor the words “hired as consultants from outside the Commission”; (b) by deleting subclause (3). This is basically to give the Commission an opportunity to hire a consultant as opposed to co-opting members because that would be getting commissioners through the back door."
