"content": "Mr. Temporary Deputy Speaker, Sir, during my stay here, I was able to provide this House with a number of Motions, one of which was approved. We passed in this House a Motion which would allow the rotational sitting of Parliament. Many Kenyans do not have access to Parliament. They cannot come from Wajir, Garissa or Mandera to access Parliament. But I had suggested, and the Motion was passed, that Parliament can move from Nairobi to the people, so that Kenyans then can appreciate the sitting of Parliament. I suggest that arrangements be made so that Parliament sits in every part of this country, so that Parliamentarians can appreciate the suffering that Kenyans go through. It is not enough to sit in Nairobi and assume that all of us know what is happening in every part of this country. Mr. Temporary Deputy Speaker, Sir, there is a certain Bill that I brought before Parliament. Parliament approved but the President rejected it. I am so passionate about this because the Indemnity Act up to now, even as a law, is unconstitutional. But it is still within our Statutes. The Truth, Justice and Reconciliation Commission (TJRC) which was part of Agenda Four was meant to address certain violations against Kenyans, one of which was the Indemnity Act. Up to now, we do not have a report from the TJRC. Given the nine months that we have given the TJRC I hope that they will be true to their word that, at least, this country will know about these violations and necessary reparations will be done. Mr. Temporary Deputy Speaker, Sir, I want to thank you for being at the forefront in fighting for the rights of the marginalized. I have now published a Bill by the name “Compensation for Gross Human Rights Violations”, which requires that a commission be set up. Kenyans are not being compensated by the colonial Government in the United Kingdom (UK). There is no way violations can be committed by Government troops against innocent Kenyans and there is no reparation for it. A lot of the things that we are going through are due to bad governance of the Kenyan people by the Government of the day. I hope that the next Parliament will take up that Bill and establish that Commission."
