    "content": "Mr. Temporary Deputy Speaker, Sir, we also need to congratulate ourselves because we have done a good job. We passed the Constitution. I am proud to be part of that history. The Constitution now gives powers us to vet and get the right personnel in the Civil Service and the Cabinet in the next Government. The Constitution also fights impunity that we are now experiencing in this country. I know there is an unfinished agenda. As far as my constituents are concerned part of the unfinished business is the tarmacking of Rumuruti- Mara Road, a road we have been promised over the last 40 years. We have very little to celebrate ourselves in connection with the infrastructure that many of us are praising in this House. The second unfinished business is impunity that has taken place in Baragoi. In spite of the death of so many policemen and Kenyans, including Samburus, we still have cattle rustling taking place. I hope that the report of Parliament will be implemented, when Parliament resumes. In addition to that, I also hope that we will go into full inquiry to get to the bottom of what happened in Baragoi. Mr. Temporary Deputy Speaker, Sir, there is also unfinished business in cattle rustling; there is the report by hon. Kaino’s committee on cattle rustling in Kenya."
