"content": "Mr. Temporary Deputy Speaker, Sir, in the last couple of years, especially two or three years; has legislated on what was supposed to ensure that we have full implementation of the Constitution. I am a bit concerned that parts of that Constitution have not been implemented fully. I am a bit concerned that at some point, we have tried to water down certain sections of the Constitution. We must be leaders who will always stick to the law and support the nature of laws as they are supposed to be. Being in the Ministry responsible for implementation of Vision 2030, I have also expressed by concerns that despite having a wonderful vision for our country, we have not aligned funding to ensure that Vision 2030 becomes a reality. If we want to help Kenyans, Vision 2030 must be implemented to the letter. Hon. Members will recall that in February, last year, three presidents went for a ground-breaking ceremony in Lamu, but nothing has taken place since then. We need to align funds to visions that will help our country alleviate the level of poverty. Mr. Temporary Deputy Speaker, Sir, even as we go home, the state of our security remains a thorny issue. In the last two weeks, I have heard very embarrassing episodes: That a police officer of a very senior level can turn out to be bogus and even take place in operations that were of great disaster to the police force. We must ensure that we have a thoroughly reformed police force that will take care of all of us. I was not here last night, when Members of Parliament passed an increase on our packing payments as we proceed home. Having enacted a new Constitution and brought into force the Salaries and Remuneration Commission (SRC), we must be very careful that we do not do things that are illegal or things which will make the House look bad when it has tried to look good in ensuring that the Constitution is fully implemented. Mr. Temporary Deputy Speaker, Sir, it is important that at this time, when we are going to face the electorate, we remain extremely careful and vigilant. This House should not rush to enact certain laws which will embarrass a Parliament which has, otherwise, done very well. Let me now appeal to Kenyans to live in peace because elections will come on the 4th of March and go, but we will remain Kenyans. There will be life after the 4th of March. We need to know that we must co-exist. We must be proud as a nation. We must be able to hold together, so that the events that took place in 2008 can remain history never to repeat themselves. It is important for us to see ourselves as Kenyans. We must never allow candidates for elective offices to divide this country on tribal lines. We, as a nation, must stick together. We are one nation and we will remain so. I want to appeal to all of us, even as we go to our campaigns; that this country is greater than all of us. We must exercise caution. We must not divide this country on tribal lines. We must ensure that we stay united as one country. Mr. Temporary Deputy Speaker, Sir, lastly, it has been an honour to be a Member of Parliament. I am sure that history will judge that I was a dignified Member of this House. With those remarks, I support the Motion."
