    "content": "half years. I enjoyed being a member of the Speaker’s Panel where I served with you, Mr. Temporary Deputy Speaker, and all the other members of the Panel. I want to thank you most sincerely for the wonderful work that we did together and thank Mr. Speaker, for leading us in a great manner--- At the beginning of 2008, we were not sure of how to handle a House that was highly divided because of the acrimony that existed in the country. I really thank him because he has guided and trained us. He has even sent us out for capacity building, which has helped us to manage the House. I want to thank the two Principals for giving me an opportunity to serve in the Ministry of Environment and Natural Resources under a wonderful Kenyan - the late John Michuki. That was the time I learnt a lot about the Government. I also learnt a lot about how to handle issues of environment. I thought I was an environmentalist, but it was wonderful to serve under a man who mentored me without notice. It was a great time. I was also privileged to be involved in the development of the Minerals and Mining Bill. We now know that we are a very potentially rich country in that sector. I was then moved to the Ministry of Higher Education, Science and Technology. I want to thank this House because of the achievements that we have attained in that Ministry in a very short time. Our last Bill passed only yesterday - the Bill on Science, Technology and Innovation. This House also passed the Technical and Vocational Training Bill. Last month, this House passed the Bill on Higher Education. Those three Bills will open the country completely. They will reform and transform the education sector. I want to thank hon. Members for their contributions which have really made us very proud as a Ministry."
