    "content": "Thank you, Mr. Speaker, Sir. This Ministry is becoming notorious. This is the Ministry that handles the elderly’s stipend. This is the Ministry that handles the orphans and widows. This is the Ministry that also handles people with disabilities. Recently, we passed a Bill that required that everybody be incorporated in these programmes, but the Assistant Minister says now that he does not have data. Could he clarify to this House how many out of the one million persons he has talked about are from Ndhiwa Constituency and Homa Bay County, for that matter?"
