    "content": " Mr. Speaker, Sir, I rise to support the Motion and share the sentiments of the previous speaker that we exercise caution, considering that we seem to be spending more than we can generate in terms of revenue collection. At the same time, I would like to appreciate the fact that the creation of the devolved system of government will spur economic activities in this country. Most likely, the coming into place of the system will bring about more participation in economic activities by the people and, therefore, the economy will grow at a faster pace. Therefore, as much as this may appear to be a threat, we ought to appreciate that in the long run we will have moved into an era where we will spend more at a lower level, so that we can generate much more income. With those remarks, I beg to support."
