    "content": "Mr. Temporary Deputy Speaker, Sir, I would like to conclude by saying that we should have stringent conditions, so that in the end we have two or three political parties in this country. If we can get to that point, even if it means going beyond the quarter of the counties that we are talking about in terms of representation; we should ensure that every political party that is worth its salt has at least five per cent representation in every county. This way we will eventually get to a point where many of the parties will be irrelevant. We will have two or three political parties that will coalesce together on the basis of principle and not on the basis of ethnic numbers."
