    "content": "I think each Member would be allowed 30 minutes to contribute to a Bill and we realized that at times the 30 minutes were not sufficient. If we reduce the time to ten minutes, one will barely say a word before one is told that his or her time is up. Therefore, I would urge that the Leader of Majority Party considers withdrawing this Motion, so that we can give it more thought with a view to rationalizing the time aspect. In the meantime, if there is need to limit the time for each Member speaking, there is nothing that will stop this House from making a resolution to do so."
