    "content": "The experience we had in the Tenth Parliament is that sometimes Members would sit in this House to contribute to a Bill but due to the time available for sitting, many would leave having not spoken. So, extending the time from ten minutes to 20 minutes or 30 minutes would mean that in one sitting, only five to ten Members will be able to speak. We need to give every Member a chance to contribute to all the debates that will come to this House."
