"content": "I want to say that there are a few things which the President said in which we need help. First is devolution. It is a key pillar of the new Constitution. I want to ask the President to immediately follow the court order that outlawed the County Commissioners, because they are, and will be, an impediment to the implementation of the Constitution. I want to plead with this House to see it that way. This is a creation of a few mandarins in the Office of the President who do not want change in this country. This House has a responsibility to help in the implementation of this Constitution. Further, I want to congratulate the President for saying that he will make the youth and women funds a model like the Constituencies Development Fund (CDF), in which the public is involved.
