"content": "Hon. Deputy Speaker, first, I thank you for the opportunity that you have given me. My name is Abass Mohamed. I want to congratulate you, like other hon. Members have done, for being elected the Deputy Speaker. I also want to thank my constituents for giving me this opportunity to represent them in this House. On the Presidential Address, I would like to say that it was based on The Vision 2030. Every Government that is in power has the onus to implement The Vision 2030. I have heard hon. Members say that the Jubilee manifesto was based on The Vision 2030 and I think that is right. That has made the Jubilee Government implement The Vision 2030 for this country. This is because that was done by the technocrats and it is based on this countryâs development. Therefore, we have to follow the blueprint of The Vision 2030. On job creation, as you are aware, this country is actually sitting on a time bomb. Almost 75 per cent of our youth are not employed. They have all gone to school, some have done their first and second degrees but they have not been employed. I want to thank the President for saying that job-creation is crucial and we must give it priority. Hon. Deputy Speaker, with regard to food security, this is one of the countries that is food insecure. A country that is food insecure cannot claim to be independent. It is unfortunate if you cannot feed the population. While I appreciate the Presidentâs Speech with regard to increasing the acreage under crop to one million acres, this country is not only for crop production. Eighty percent of this country is arid and semi-arid but unfortunately, the Presidentâs Address did not touch on the livestock sector which employs almost 7 per cent of this countryâs population."
